The closest we ever see in canon are the Hokage's advisers, who are both retired ninjas themselves and only advisers.Whenever anyone talks about a civilian council I imagine just how many genjutsus they must be hit with by all the spies and agents wandering the village. The sheer amount of resources it would take to protect civilians from gratuitous brain rape from enemy influences boggles the mind. And then you have to factor in gratuitous brain rape from friendly forces. Because, for ninjas, a vote isn't a noble democratic ideal, it's a clarion call to cheat like the cheaty, cheating cheaters that they are.

Honestly, my head-canon is that while a civilian council exists, it exists purely at the sufferance of the Hokage.
It just makes sense to me because running a village, even a military one, seems like it would be beyond one man. So many things that need attention but shouldn't be worth bothering the village dictator.
Noncombatant genins, maybe.Yeah, same. I imagine that there are quite a few committees, councils, tribunals and departments that are civilian or mixed civilian/military. The Leaf Village is not small. And it would be a security nightmare.
Just the sewerage system. It's a shitty job, pun intended, that no one wants to do. But it is critical infrastructure, necessary for the smooth running of the village. Half a dozen genjutsu'd workers and a box of explosive notes is more than enough to see Konohagakure up shit creek, literally. I really have no idea how they deal with that sort of thing.

I mean, I can totally see Mio doing that. I just don't know if I want to do that because its Danzo.Honestly, Danzo would probably be more likely to buy Sharingans off of Mio than take them. Mio would likely agree, if only to spit on the memory of the clan elders, and this way Danzo gets a self-refreshing source of Sharingan eyes that he has a legitimate answer to the question of where he got them.
