It feels like something like Rule Breaker, a conceptual level weapon with no damaging effects, could be a lot more potent if tweaked. Like instead of breaking bonds/contracts, it forces victims to truly and only love the wielder, at that level, it's not hypnosis or enchantment or illusion that can be dispelled but a rewrite of the default state or something
