Campione is a world where gods exist and walk the Earth. To my limited understanding, this isn't necessarily a good thing due to those gods not necessarily being good, or even human. In it, one could gain the "Authority" of a god by killing them.
Garand somehow has the ability to do much the same through simply defeating them, and used it to gain the authority of a wolf called Fenrir.
She's a scary person that's done some unsavory things...but I don't think she's a bad person. She certainly wouldn't get along with the people she does if she was.
Thanks for the wish of luck, but I don't think I'll need it. I'm a Hourai Immortal and Monika has comparable immortality, so it's unlikely that we'll leave the picture of what we're doing anytime soon.

As for the origin of the Endbringers and parahuman powers...in a word, aliens.
You live in a limited multiverse, and those aliens shouldn't be able to access outside that multiverse.
For simplicities sake, we'll refer to this multiverse as the Wormverse. There are more universes in this multiverse than you could count, a number far bigger than you could practically comprehend, but it isn't infinite.
I, on the other hand, live outside of the Wormverse. My friend I who was mentioned earlier, Garand, almost certainly went to a different Wormverse than the one you're in.
