Well that was a rather major genre shift.

Anyone else wondering why Tobi needed the moon plan if he could put the entirety of Konoha in a genjutsu without it? Also why Konoha was allowed to be free enough to oppose Akatsuki at all instead of adjusted to serve.

The entirety of Konoha, no.

A few civilians walking in an evening, in an area well away from the current patrol positions that he herded you toward? Yeah, he can do that. And his genjutsu wasn't even perfect, as evidenced when one of the civilian kids noticed that something was funny.

I like the idea of Mio never regaining her arm. She's already proven she can use jutsu without it, and isn't that all she really needs? Only scrubs need two arms to kick ass.

I'd like to fix the arm, but preventing malnutrition is apt to be more important in both the long and short runs than the disabled arm.

This is our biggest hinderance right now. We can survive without food and water longer than we can survive not being able to use jutsu in this weird fucking hellscape.

With Jutsu, we can fight. And if we fight we can kill. And if we kill, we can eat.

Jutsu, at least, we know we can do with the ghost arm made of artificial coils we have.
It's how we used the summoning jutsu.

Actual manipulation...maybe possible.
Depends on if we can puppet things other than our severed arm.

Crystalized blood arm? Stolen monster limb? Jamming the ghost arm in one of the mutant trees and fiddling with chakra until something happens? Who knows!

Problem is it's slow as fuck compared to Mio's normal hand seal speed.
 
Fixing that is just a matter of practice. Something Mio is very, very good at.
That's like saying fixing one's slow walking speed when they're using crutches after losing a leg is just a matter of practice. While technically true, you're never going to run as fast as you could before.
